The bill is about adding a new type of work visa for low-skilled/educated workers who currently resides in U.S. but are undocumented and unauthorized. The provisions and terms of this type of visa will be: it only applies to undocumented and unauthorized workers who have relatively low education level or skill set (such as never go to college or high school drop-out) + it is not eligible for applying to permanent residency and citizenship until after retirement age (basically they can legally work here with this type of visa as long as they want, but can only apply to permanent residency after they reach retirement age) + however, it is transferable to another visa type (student visa, spouse visa).
The benefits of this visa type: allows illegal workers to freely work within the border + more incentives for low-skilled workers to pursue a higher education + it helps government collect taxes and better regulate workplace environment and potentially reduce crime rates + it is fair and just to work-visa holders of high education or special talent (such as H1-B) + it does not extend to overseas applicants so it will not create overwhelming influx of migrants; from a moral perspective, illegal workers who came here for family reunion will not be forcibly deported to country of origin
Because most of illegal workers are from Mexico and California has a large amount of illegal workers from Mexico, it will be more appropriate and reasonable for a Senator from California to introduce a bill like this.
